Founded by brothers Horace, Eustace and Oswald Short in November 1908 in London under the name Short Brothers Ltd. flying boats, although Eustace and Oswald have been making balloons since 1898.

In 1943, the Short were nationalized and then denationalized, and in 1948 they moved from their main base in Rochester, Kent, to Belfast, Northern Ireland
